MAIN FINDINGS OF QUICK EVALUATION REPORT OF TRYSEM
(JUNE - AUGUST, 1993)
With the help of 16 reputed and research Insitutes, Quick Evaluation of TRYSEM was conducted during August, 1993 in 10 States, 61 districts were covered.
Sampling design
A stratified three-stage sampling design was used for Quick Evaluation study, with district, blocks and beneficiaries constituting three stages of sampling units. For the purpose of survey, the whole country was divided into 4 major zones and from each of these zones, 2-3 States were selected.
(i) From each of the selected district, 2 blocks were drawn at random centrally and From each selected block, a sample of 10 beneficiaries were selected at random by the institution.
(ii) The total sample size, therefore, consisted of 2 block and 20 beneficiaries.
(iii) A total of 56 tables were generated covering both the beneficiary schedule and institutional schedule to get feedback on a list of parameters like nature of training received, quality of training provided by institutions and Master Craftsman, extent of Self-employment activities taken up by trainees, and income from enterprises linkage with IRDP etc.
Positive Points
(i) Of the total beneficiaries covered in the sample, around 96% were in the prescribed age-group of 18-35 years and only 2% were below 18 years and 1% above 35 years.
(ii) The participation of Scheduled Castes (SCs) and Schedules Tribes (STs) under the programme was found to be 39.51% for SCs and 12.89% for STs respectively. This was more than the minimum norm of 50% prescribed for SC/ST communities under the guidelines.
(iii) Majority of the beneficiaries (57.14%) were exposed to training for a period of 12-26 weeks as prescribed in the guidelines and nearly 33% for more than 26 weeks.
(iv) Roughly (91.93%) of the beneficiearis acquired vocational/technical knowledge as a result of TRYSEM training.
(v) As to the competence of Master Craftsmen who imparted TRYSEM training, high percentage of beneficiaries, i.e. 88.82% found them competent.
(vi) Majority of the beneficiaries, (58.33%) expressed confidence in taking up self-employment after the TRYSEM training.
(vii) As to the type of enterprises taken up by the beneficiaries after training, it weas found that majority of the trainees, i.e. 62% took up self-employment in the secondary sector, 33% in the Tertiary sector and the remaining 5% in the primary sector.
(viii) Roughly, 73.88% of the beneficiaries could derive average monthly turnover up to Rs. 1,000/- as a result to self-employment taken up by them after the training.
(ix) As a result of self-employment activities, a very high percentage, i.e. 91% of the beneficiaries had an average net income upto Rs.500/- per month.
(x) A large number of beneficiaries, i.e. 92.19% had their self-employment activities very near, i.e. upto 2 Kms. From their place of residence. This was primarily due to the fact that roughly 89.25% of them had no conveyance facilities of their own.
(xi) Majority of the Master Craftsman, i.e. 57.29% were selected on the basis of their long experience in the craft/trade of their specialisation.
Areas of concern
(i) Of the total number of beneficiaries who got training under TRYSEM, roughly 47.19% were unemployed after training.
(ii) At the all-India level, 63.25% considered the monthly stipend paid to them as inadequate.
(iii) In comparison to the beneficiaries who underwent TRYSEM training, the number of beneficiaries who were provided with tool-kits during the training was very inadequate.
(iv) Of the major lacunae observed in the training programme by the trainees, a large percentage, i.e. 68.18% of the trainees felt that the duration of training was inadequate.
(v) Majority of the beneficiaries, i.e. 66.52% expressed ;lack of funds' as the major reason for not taking up self-employment independently after the training.
(vi) Majority of the beneficiaries, i.e. 46.85% felt 'lack of funds' as the major bottleneck for taking up self-employment activities.
(vii) A major prportion of TRYSEM trainees i.e. 53.57% did not appoly for loan under IRDP. Of the total beneficiaries who applied for loan unit IRDP (i.e. 46.43%), only about 50% were given assistance under IRDP.
(viii) A large number of beneficiaries, i.e. 62.91% felt no improvement in their socio-economic conditions as a result of TRYSEM training.
(ix) As regards socio-economic conditions of the beneficiaries, the survey revealed that 70.64% of the beneficiaries were living in 'Kuccha Houses' ; 61.58% without drinking water; and 54.31% without electricity.
(x) The 'Area Skill Surveys' were not carried out in 92% of the districts to assess the potential skill requirements.
