MAIN FINDINGS OF EVALUATION REPORT OF JRY
(SECOND ROUND - June 93 to May 94)
Positive Points
1. A large portion (Rs. 83.16%) of the available funds was spent by the Village Panchayats (V.Ps) for the sake of Community Development Projects under JRY.
2. In terms of creation of assets, construction of rural link roads received the highest priority by the V.Ps.
3. In almost all the State/Uts leaving Punjab, the average wages per manday paid to unskilled workers were more or less equal to the minimum wages prescribed under the Act. In addition to this, the wage rates paid to unskilled workers during off lean season were close to the prescribed minimum wage rates.
4. Wage and non-wage component of the expenditure on JRY works under taken by V.Ps was in the ration of 53.47.
5. Periodicity of payment of wages, the survey results showed that in 67.30% of the cases, payment to JRY workers were made either on daily basis or weekly basis.
6. Muster-rolls were maintained in 86.87% cases and available with V.Ps.
7. Out of total assets created under the programme 76.11% were found to be good satisfactory 8.31% were poor, 5.11% found to be incomplete or not according to the laid down norms. Only 0.41% was found to be not useful.
8. In total employment generation share of SC/ST (47.16%) and landless labourers (36.25%) satisfied the general guidelines in this regard.
9. 76.06% of assets created were maintained by VPs.
10. A preponderate proportion (96.65%) of JRY workers reported that assets created were useful for poor people.
Areas of Concern
1. Out of 3367 heads of elected panchayats only 42.56% were imparted training for implementation of JRY heads.
2. Only 16.59% of employment generated were given to women.
3. The use of locally available material was not very appreciable in majority of States.
4. The average wages per manday paid to male and female unskilled workers were not equal.
5. The most prominent reason attributed to non-completion of works was shortage of funds.
